UHCC Plans to cater for Developers

On Page 9 of the UHCC Draft Infrastructure Plan the council seems to be providing infrastructure upgrades for developers upcoming developments. Yes you may say this is ok as it is paid for by the Development Contributions however there are items in this plan from 2018 which include developments which have not even been given the green light. e.g. Guildford Spur development.

Maybe those who are more in the know may wish to comment, but this is a little concerning to us.
